Go to East Mossdeep and obtain the Super Rod. Go to the western shore of Mossdeep City and fish until you find Sharpedo. Capture it and take it to the Gym. Once you get to Tate & Liza, have all your Pokemon attack Solrock (make sure you save Sharpedo!). Once you defeat Solrock, you win.
